The Santa Cruz County Human Services Department (HSD) manages Medi-Cal enrollment. Residents can apply online, by phone, by mail, or at customer service centers in Santa Cruz and Watsonville.

Ways to apply

  • Online: Submit your application through BenefitsCal (https://www.benefitscal.com).
  • Phone: Call 888-421-8080, Monday–Friday, 8 a.m.–5 p.m., for application support or to request an interpreter.
  • In person: Visit 1020 Emeline Ave, Santa Cruz or 18 W. Beach St, Watsonville for drop-in assistance.
  • By mail: Send completed forms and documentation to HSD, 18 W. Beach Street, Watsonville, CA 95076.

You will receive a notice in the mail or via BenefitsCal with your eligibility decision. Santa Cruz participates in express lane enrollment for eligible CalFresh and CalWORKs participants.
